Background
The idea to set up the Education Trust Fund was mooted by the Malay/Muslim Members of Parliament (MPs). It was subsequently put forth to our Prime Minister by Professor Yaacob Ibrahim, Minister-in-charge of Muslim Affairs.
Prime Minister Goh Chok Tong mentioned in his National Day rally speech on 18 August 2002 and offered to help raise the target sum of $10 million for the Fund. The Fund was launched by Prime Minister Goh Chok Tong on 22 March 2003.
Funding Policy
The Fund will be used to provide financial assistance for educational purposes to Malay/ Muslims in cases where existing financial assistance schemes are unable to provide. The Fund will also be used to provide additional funding to augment the amount provided by existing schemes which may not be sufficient.

ETF provides financial assistance for pre-school education to low-income families to encourage parents to send their children to childcare centres and kindergartens.
Under the School Assistance Scheme, ETF also assisted students from low-income families by disbursing book vouchers to help pay for textbooks, assessment books, and stationeries.
