Untitled Document The Finance Subsidy Unit offers several loan schemes. The write-up for the schemes is available below. Carefully read the scheme write-up before completing the application form. Please take note that incomplete forms will not be considered.

    SUPPLEMENTARY ASSISTANCE LOAN SCHEME (SAS)

    Introduction
    The Supplementary Assistance Loan scheme is aimed at uplifting the educational performance of the Maly/Muslim Community by providing interest-free loans to needy Muslim students. It is to part-finance students pursuing full-time course leading to a diploma and degree locally at the governement institutions.

    Eligibility Criteria
    Applicants must meet the following requirements:-

    1) Malay Muslim Singaporeans

    2) Students who are not receiving any subsidy or are in receipt of partial (70%) subsidy under the Tertiary Tuition Fee Subsidy (TTFS).

    3) Gained an unconditional admission to do a full-time diploma or degree at local government tertiary institutions namely â?? Institute of Technical Education (ITE), Singapore Polytechnic, Ngee Ann Polytechnic, Nanyang Polytechnic, Republic Polytechnic and Temasek Polytechnic, National University of Singapore, Nanyang Technological University/NIE and Singapore Management University.

    4) Sign an agreement with MENDAKI for the repayment of the loan. Applicants are required to furnish 2 guarantors acceptable to MENDAKI. The acceptability of the 2 guarantors will be at the discretion of the Loans Committee. The guarantors must fulfill the following requirements : 

    • Singaporeans
    • Between the age of 21 and 55 years old
    • Gross monthly income of least $1,500 and above
    • Gainfully employed for the past 1 year
    • Must not be the applicantâ??s parents, siblings or staying in the same household
    • The first and second guarantor must not be from same household
    • Submit a copy of recent income slip and NRIC (the information will be kept confidential)
    • Update latest address by giving a photocopy of IC at the time of final disbursement of the cheque
    • Self-employed guarantors must submit their latest IRAS form or CPF statement

    Loan Agreement
    A letter will be mailed out to the applicant once the loan is approved to notify on the date for the signing of loan agreement and collection of cheque. Successful applicants and their guarantors are required to sign the loan agreement in the presence of YM officer at Wisma MENDAKI, 51 Kee Sun Avenue (off Tay Lian Teck Road) Singapore, 457056. Applicant and guarantors are reminded to bring along their NRIC and one witness for the signing of loan agreement. As per the loan deed, the borrower needs to observe and fulfill the following conditions: 

    • Passing all subjects taken during the course of study;
    • No changes in the agreed length of study
    • No changes in the course of study
    • No withdrawal or termination from the course of study/school
    • No deferment without any valid reasons
    • Graduate within the curriculum duration of study

    If the borrower does not fulfill one of the above condition or any of the term in the loan agreement, the borrower will be considered to have breached the contract of loan agreement. The full amount of the loan would have to be repaid immediately.

    The loan will be given for the entire course of study and the loan amount is at the discretion of the Loan Committee, after taking into consideration the financial circumstances of the applicant, the course of study and any other relevant criteria.The decision of the Loans Committee is final.

    Loan Disbursement
    Upon submission of the deed, student will be notified through letter on the disbursement of the loan cheque for the first year. The cheque will be made payable to the student or institution. Subsequent loan disbursements will be given only after the submission of the final year result, showing proof that the student passed the examinations.

    Loan Repayment
    Repayment of the loan will commence 6 months after the completion of the course. For the repayment purpose, students must sign a giro form upon signing the loan deed. The minimum monthly repayment amount is as follows:

    • Diploma courses - $100
    • Degree courses (excluding Medicine) - $250
    • Degree (Medicine) - $500

    This is subject to an annual progressive increment of $100.

    Application Procedure
    The application must be made on prescribed forms obtainable at the reception counter Wisma MENDAKI, 51 Kee Sun Ave, Off Tay Lian Teck Road Singapore 457056 or from YMâ??s website. Processing of the application will take 4 weeks from the date the application is received. Students will be notified through post on the outcome of the application. For further clarification, please call our customer service officers at 6245 5555.

    Incomplete application form will not be processed.


    STUDY LOAN SCHEME (FULL TIME)

    Introduction
    The MENDAKI Study Loan Scheme is aimed at uplifting the educational performance of the Muslim Community by providing interest-free loans to needy Muslim students. It is to part-finance students pursuing full-time course leading to a diploma and degree, locally or overseas.

    Eligibility Criteria
    Applicants must meet the following requirements:-

    • Muslim Singaporeans
    • Have gained an unconditional admission to do a full-time diploma or degree at

      • Local government tertiary institutions namely â??
        Institute of Technical Education (ITE), Singapore Polytechnic, Ngee Ann Polytechnic, Nanyang Polytechnic, Republic Polytechnic and Temasek Polytechnic, National University of Singapore, Nanyang Technological University/NIE and Singapore Management University. Only students who are not receiving financial assistance under the Tertiary Tuition Fee Subsidy (TTFS) or the Supplementary Assistance Loan scheme (SAS) are eligible to apply.
      • Nanyang Academic of Fine Arts (NAFA) or LaSalle SIA College of the Arts

      • Accredited local private institutions of higher learning

      • Accredited overseas institutions of higher learning (applicable only for degree courses)

      For students pursuing courses at non-government institutions, applications will be approved on a case-by-case basis, depending on the accreditation of the institutions.

    • Gross monthly per capita household income of equal or less than $800. Per capita income is derived by dividing the total gross family income by the total number of members in the family.

    Eligibility Criteria
    Applicants must meet the following requirements:-

    • Muslim Singaporeans
    • Have gained an unconditional admission to do a part-time degree at an accredited local private institution of higher learning. Applications will be approved on a case-by-case basis, depending on the accreditation of the institutions.

    • Gross monthly per capita household income of equal or less than $800. Per capita income is derived by dividing the total gross family income by the total number of members in the family.

    • Sign an agreement with MENDAKI for the repayment of the loan. Applicants are required to furnish 2 guarantors acceptable to MENDAKI. The acceptability of the 2 guarantors will be at the discretion of the Loans Committee. The guarantors must fulfill the following requirements :

    • Degree courses  - $250
    This is subject to an annual progressive increment of $100.

    SKILLS TRAINING LOAN

    Introduction
    The purpose of the Skills Training Loan is to provide financial assistance for workers to upgrade themselves by pursuing a recognized and work-related course.

    Eligibility Criteria

    • Malay/Muslim Singapore citizens.
    • Applicants must be full-time employees at the commencement of the course.
    • Applicant's monthly household net per capita income must not exceed $800.
    • Courses should be on a part-time basis only at accredited institution.
    • Courses are limited to the pursuance of certificate only
    • Applications will be approved on case-to-case basis, depending on the accreditation of the institutions.
    • Sign an agreement with MENDAKI for the repayment of the loan and for this purpose will be required to furnish 2 guarantors acceptable to MENDAKI. The acceptability of the 2 guarantors will be at the discretion of the Loans Committee. The guarantors must fulfill the following requirements : 

      • Singaporeans
      • Between the age of 21 and 55 years old
      • Gross monthly income of least $1,500 and above
      • Gainfully employed for the past 1 year
      • Must not be the applicantâ??s parents, siblings or staying in the same household
      • The first and second guarantor must not be from same household
      • Must give a copy of recent income slip and NRIC (the information will be kept confidential)
      • Must update latest address by giving the photocopy of IC given at the time of final disbursement of the cheque
      • Self-employed guarantors must finish with latest IRAS form or CPF statement

    Loan Agreement
    Loan agreement and collection of cheque. Successful applicants and their guarantors are required to sign the loan agreement in the presence of YM officer at Wisma MENDAKI, 51 Kee Sun Avenue (off Tay Lian Teck Road) Singapore, 457056. Applicant and guarantors are reminded to bring along their NRIC and one witness for the signing of loan agreement. As per the loan deed, the borrower needs to observe and fulfill the following conditions: 

    • Passing all subjects taken during the course of study;
    • No changes in the agreed length of study
    • No changes in the course of study
    • No withdrawal or termination from the course of study/school

    • Graduate within the curriculum duration of study
