Job Summary

The jobholder (2 year contract) supports the Deputy Director in developing and implementing digital and information technology solutions for the organisation. He/she is responsible for managing related tasks including sourcing of new solutions, conduct market sensing, conduct technical assessment on the new solutions, procurement and project implementation and maintenance of the new digital services.

The candidate must have a strong background in IT Project Management skills with a good knowledge and working experience in user requirement gathering, business process re-engineering and collaborate with external stakeholders to bring in new digital services to support the extension of MENDAKI 5 years workplan.

The candidate must be familiar with latest technology trends and source for external parties to collaborate to bring in these technologies for proof of concepts and subsequent implementation at MENDAKI environment for the identified business use cases.

The incumbent is expected to work between 8:30 a.m. to 6:00 p.m. on weekdays. He/she is largely expected to work in an indoor environment, although he/she may be required to travel out of the office to attend events and meetings.

Key Responsibility Areas

1.    Strategic Plan Implementation

2.    Understand and support Director and Deputy Director in the execution of the MENDAKI Digital Strategy Plan and Roadmap.

3.    Understand the software development life cycle with proven track records applying the knowledge in projects implementation.

4.    Gather and translate user requirements into a highly users requirements specification, document technical specification, prepare the necessary tender documents for Deputy Director, HOD approval.

5.    Handles Request for Information, Invitation to quote, Invitation to Tender as part of sourcing of new digital services solutions.

6.    Assist in project documentation and plan project activities including project timeline for projects and change request (CR) and solution journey for sharing and updates to HOD and management.

7.    Assist in mapping and documenting interfaces between legacy and new systems.

8.    Assist in executing Project / CR implementation and ensure all deliverables are documented, sign off with proper filing.

9.    Assist in user training and user manuals to users of the new system.

10. Assist in delivering and set up DIT devices/resources at designated MENDAKI offices, Satellite Centres or event locations if required.

11. Assist in presentation at DIT meetings or relevant meetings if required.

12. Assist and provide inputs to Supervisor, Manager in drafting SOPs for DIT.

13. Help stakeholders define AI use cases and determine the tools or services required to implement them.

14. Collaborate with business users in identifying the impact and outcome of the project implementations.

15. Vendor and Contract Management

16. Manage contracts’ documentation and vendor relationships.

17. Manage vendors’ deliverables and service level agreements.

18. Assist and supervise when vendors carrying out deployment or development tasks.

19. Financial Planning and Management

20. Collaborate with Deputy Director to put up approval paper to seek budget and project approval for new digital services.

21. Support Finance in the Annual / Mid Term department’s forecasting and budgeting activities.

22. Responsible to support HOD for DIT department budget planning and activities.

23. Point of contact for all DIT financial / budget related activities.

24. Monitor assets budget outcomes to ensure proper utilisation and accounting of resources.

25. Governance & Risk Management

26. Ensure compliance with MENDAKI policies, procurements and regulatory requirements.

27. Collaborate with Deputy Director to put up and promulgate Standard Operating Procedures (“SOP”) on the use of new digital services. This includes review and revise SOPs when necessary, to ensure they are current.

28. Collaborate with Deputy Director to develop and implement risk management strategies, identifying and mitigating potential risks before operationalizing the new digital services.

29. Collaborate with internal audit and risk teams to ensure effective governance and oversight.

30. Support and Maintenance

31. Ensure IT Helpdesk assigned tickets for the systems are follow up, closed and resolved.

32. Work and monitor to ensure vendor support services are within the agreed service level agreement.

33. Identify system enhancements and propose solutions to the Change Advisory Board and liaise with vendors to execute enhancements.

34. Work with helpdesk support for incident management as per agreed service level agreement.

35. Raised all vendor payments via the organization’s procurement system for Head of Department (HOD) approval.

37. Any other duties as assigned by the Deputy Director and HOD.

Requirements

1.     Education and Certification

2.     Degree in Information Systems, Computer Science, or equivalent from any recognised institution

3.     Relevant certifications, such as ITIL, CITPM/PMP, Scrum is preferred.

4.     Experience & Achievement

5.     5 years with strong Project Management experience preferred with ability to lead and drive Independently.

6.     5 years of ERP Financial experience / Customer Relationship Management experience preferred.

7.     Experience in Commercial Cloud services, preferably Azure, AWS Cloud platform is a plus.

8.     Experience in managing budgets, vendors, quality and timelines.

9.     Good interpersonal skills and ability to manage stakeholders across different levels.

10.  Knowledge of machine learning, deep learning, generative AI, applications   and limitations.

11.  Knowledge of ethical considerations, regulatory frameworks and responsible AI best practices.
