Introduction


The School Assistance Scheme (SAS) is an education subsidy provided for Malay/Muslims students from disadvantaged families who are attending MENDAKI-funded tuition programmes.

It aims to complement existing schemes provided at the national level such as MOE’s Financial Assistance Scheme. We encourage you to apply for the National Financial Schemes to get more comprehensive support in your children’s education journey. Please find the list of the schemes below.

MSF Comcare Student Care Financial Assistance (SCFA)

Progress Fund Madrasah Assistance Scheme (PROMAS)

(For madrasah students only. Subsidies may differ between the 6 madrasahs.)

• Zakat Beneficiary (ZB)

·  Full fee subsidy

·  Pri level zakat recipients are entitled to an additional cash quantum of $1,200/year for school needs.

• Non-Zakat Beneficiary

·  Monthly fee subsidy of up to $100/month.

MUIS Zakat

$400

• $160-$300 per month per household, based on PCI and assessed needs.

• Children of ZBs who attend the mosque-based Alive part-time madrasah qualify for an additional grant based on the following quantum:

o Pri: $50/month/child

o Sec and above: $70/month/child

o These additional grants will be for the entire duration of the zakat FA (either 6 or 12 months)

• Back-To-School programme (seasonal):

o No. of students and voucher amount depend on the mosque clusters.

o Voucher range: $50 to $100.

o Once a year (year-end)

o Type of programmes differ from mosques to mosques; typically the mosques would organize a range of enrichment programmes or excursions as part of the holiday programme.

o These programmes are only extended to selected children of ZBs.

Straits Times School Pocket Money (STSPMF)

(Must not have received similar assistance from other sources)

NTUC Care Fund Programme

(For NTUC members only with a minimum of 6 months of continuous paid-up union membership)

CCC Bursaries

(All constituencies offer merit-based bursaries; however, not all constituencies offer income-based bursaries)

AMP Adopt A Family & Youth Scheme

(Families must show the potential to be self-reliant)

Eligibility Criteria 

  1. Student must be a Malay/Muslim Singaporean or Permanent Resident.
  2. Registered in the MENDAKI Tuition Programme (MTP). 
  3. Income eligibility that fits at least one of the criteria below: 
        • Received MOE’s FAS or MUIS’ PROMAS (2023 or 2024), or
        • Received MSF’s ComCare (2023 or 2024), or
        • Received MUIS’ Zakat (2023 or 2024), or
        • Have gross monthly Per Capita Income (PCI) ≤ $750

Application

Only one application is needed per family (i.e. if the parent has multiple children, the parent needs to apply once only). 
 
To apply, please prepare the following documents: 

  1. Applicant’s NRIC (front and back) (as the parent/guardian) 
  2. Approval letter of at least one of these schemes (2023 or 2024): 
        • MOE’s FAS or MUIS’ PROMAS, or
        • MSF’s ComCare, or
        • MUIS’ Zakat, or

If approval letter is not available, please provide income documents for the purpose of PCI computation.

(a) All your household member’s NRIC copy (Front & Back) and children’s Birth Certificate

(b) All your household members’ latest income statements / payslips / CPF contribution statement (last 3 months) / Notice of Assessment. 

AND

(c) Divorce/Death Certificate (if applicable).

 

 

Processing

  • MENDAKI will process and consider all applications 
  • Applications take between 2 and 4 weeks to process provided all necessary documents have been submitted. 
  • MENDAKI reserves the right to: 
    • Reject application which does not meet the eligibility criteria and/or is incomplete. 
    • Request for additional supporting documents

Disbursement

Disbursement of SAS will be carried out in two parts (table below). Only students who obtained at least 85% attendance in MTS will qualify for the 2nd disbursement.

The transport credit of $10/month will enable students to travel for tuition regularly.
