Tertiary Tuition Fee Subsidy (TTFS)

The Tertiary Tuition Fee Subsidy (TTFS) Scheme, introduced in 1991, is an education subsidy for Malay students that covers their tuition fees at local government tertiary institutions. TTFS was established through an annual government grant to MENDAKI.

Since 1 January 2011, students with Malay / Indonesian Extract as their first component race of a double-barrelled race (i.e., Malay-Indian or Malay-Chinese) are also eligible for the scheme.

Note: The Government will review the income criteria periodically to ensure continued relevance and fairness.

Application period

  1. Polytechnics, ITE (TED), BCA Academy (Diploma)
    a. Application Period I : 25 Feb 2026 - 30 Apr 2026
    b. Application Period II : 16 Sep 2026 - 31 Oct 2026

  2. NAFA, LASALLE & Universities
    a. Application Period I : 13 May 2026 - 15 Jul 2026
    b. Application Period II : 14 Oct 2026 - 18 Noc 2026

For applications made in Period I, TTFS coverage will begin in Semester 1. For applications made in Period II, TTFS coverage will begin in Semester 2.


Eligibility criteria

To qualify for the TTFS Scheme, applicants must meet all of the following requirements:

  1. Singapore Citizen, or Singapore Permanent Resident with at least one parent who is a Singapore Citizen
  2. Student’s race or the first component of a double-barrelled race is Malay / Indonesian Extract, including: Acehnese, Ambonese, Banjarese, Batak, Boyanese, Bugis, Butonese, Dayak, Dusun, Iban, Indonesian, Javanese, Kadazan, Kelabit, Makasarese, Melanau, Minangkabau, Murut, Sumatran and Sundanese.
  3. Monthly household per capita income (PCI) does not exceed $2,000
  4. Student is receiving the MOE Tuition Grant
  5. Student is pursuing their first full-time diploma or degree at a local government tertiary institution:
    a. Diploma Level:
        i. Building Construction Authority Academy(Diploma  courses only)
        ii. ITE (Technical Diploma / Technical Engineering Diploma only)
        iii. Polytechnics: Ngee Ann Polytechnic, Nanyang Polytechnic, Republic Polytechnic, Singapore Polytechnic, Temasek Polytechnic
        iv. LASALLE College of the Arts(LASALLE) and Nanyang Academy of Fine Arts(NAFA) (selected courses eligible for MOE Tuition Grant only)
    b. Degree Level:
        i. Universities: Nanyang Technological University, National University of Singapore, Singapore Institute of Technology, Singapore Management University, Singapore University of Social Sciences, Singapore University of Technology & Design
        ii. LASALLE and NAFA (selected courses eligible for MOE Tuition Grant only)

Note: LASALLE and NAFA are constituent colleges of the University of the Arts Singapore.


Subsidy Coverage
TTFS subsidises tuition fees only.

PCI

Percentage of Income

 $1,400 and below

 100% of subsidy

 $1,401 - $1,700

 75% of subsidy

 $1,701 - $2,000

 50% of subsidy

PCI Calculation

PCI = Total monthly gross household income ÷ Total number of family members in the same household

TTFS does not cover:

  • Miscellaneous fees
  • Examination fees
  • Study tours
  • Overseas exchange programmes

For Singapore Permanent Residents, the subsidised tuition fee will be based on the prevailing Singapore Citizen tuition fee rate.

Students who:

a. Have a PCI above $2,000, or

b. Receive partial TTFS subsidy (50% or 75%)

may apply for the MENDAKI Study Loan – Full-Time Local National to cover the remaining tuition fees through a short-term study loan.


Disbursement

Once your TTFS application is approved, MENDAKI will notify your education institution directly.
After your institution confirms your eligibility for the MOE Tuition Grant, MENDAKI will proceed to pay your tuition fees directly to the institution.
✅ No further action is required from you.


Application Procedure

Upon successful submission, TTFS applications will take up to 7 weeks to process. Applicants are required to check their email regularly for updates, especially if additional documents are needed. You will receive an email notification once your application has been processed.

Appeals for Special Circumstances

MENDAKI may exercise flexibility in approving subsidies for families with extenuating circumstances, such as:

  • Families supporting multiple children in tertiary education
  • Households with members who have chronic medical conditions

This appeal mechanism remains available to ensure fair access to support.
