The Tertiary Tuition Fee Subsidy (TTFS) Scheme, introduced in 1991, is an education subsidy for Malay students that covers their tuition fees at local government tertiary institutions. TTFS was established through an annual government grant to MENDAKI.
Since 1 January 2011, students with Malay / Indonesian Extract as their first component race of a double-barrelled race (i.e., Malay-Indian or Malay-Chinese) are also eligible for the scheme.
Note: The Government will review the income criteria periodically to ensure continued relevance and fairness.
Application period
For applications made in Period I, TTFS coverage will begin in Semester 1. For applications made in Period II, TTFS coverage will begin in Semester 2.

To qualify for the TTFS Scheme, applicants must meet all of the following requirements:

PCI Calculation
PCI = Total monthly gross household income ÷ Total number of family members in the same household
TTFS does not cover:
For Singapore Permanent Residents, the subsidised tuition fee will be based on the prevailing Singapore Citizen tuition fee rate.
Students who:
a. Have a PCI above $2,000, or
b. Receive partial TTFS subsidy (50% or 75%)
may apply for the MENDAKI Study Loan – Full-Time Local National to cover the remaining tuition fees through a short-term study loan.
Disbursement
Once your TTFS application is approved, MENDAKI will notify your education institution directly.
After your institution confirms your eligibility for the MOE Tuition Grant, MENDAKI will proceed to pay your tuition fees directly to the institution.

Application Procedure
Upon successful submission, TTFS applications will take up to 7 weeks to process. Applicants are required to check their email regularly for updates, especially if additional documents are needed. You will receive an email notification once your application has been processed.
