Introduction
 
The Harun Ghani Education Fund (HGEF) was set up in 2005 to honour the late Mr Harun Ghani’s contributions to prevent drug abuse and rehabilitate drug offenders in Singapore.
As a former teacher, Mr Harun had a vested interest to ensure children of drug offenders continue to attend school and progress in their education.  
HGEF serves to support Mr Harun’s mission to help children from families affected by drug abuse to rebuild their lives through education.
 
Objective
 
To motivate students who have an interest in learning to complete a minimum post-secondary education through HGEF bursaries.

Eligibility Criteria
 
- Singaporean Muslim citizens pursuing full-time education at local:
- Primary Schools
- Secondary Schools
- Millennia Institute
- Madrasahs
- Institutes of Technical Education (ITEs)
- Junior Colleges
- Polytechnics
- Universities
 
- Have parent/s who are current or former drug offenders.
- Have a gross household per capita income (PCI) of $375 or less.
- Students who maintain good conduct.
- Students who passed their final examinations and promoted to the next level of education.
 
Conditions
 
- Applicants will only be considered upon receipt of all fully completed required documents.
- Incomplete applications with missing documents will not be considered.
- Each bursary is applicable for one (1) Academic Year. 
- The maximum number of applicants per household is capped at 3 students.
- Those applying for HGEF Bursary under any extenuating circumstances may also be considered on a case-to-case basis.
- Successful applicants must physically attend the presentation ceremony on Saturday, 3 January 2026 in order to receive the award. Students 15 years and below must be accompanied by parent/guardian. Details will be shared to successful applicants at a later date.

Mandatory documents required to submit application
- Latest Prison visiting card or letter from DRC/prisons/halfway houses stating offender/ex-offender status.
- Applicant’s Birth Certificate and Front & Back Copy of NRIC (for 16 years and above).
- Final academic results (School report book or the result slip issued by the Ministry of Education for PSLE, GCE ‘N’, ‘O’ & ‘A’ Levels, ITEs, Polytechnics and Universities).
- Posting slip or letter indicating next level of study.
- Proof screenshot of student’s Bank Book or Bank Account Statement showing the following:
- Full name of account holder
- Bank Account Number
- Name of Bank
 
- Family Members’ Particulars Form.
- NRIC (Front & back copy) of Guardians/Parents and all family members living in the same household. Those aged 15 and below are to provide Birth Certificate.
- Latest pay slip for all Employed working adults in the household or official Letter from employer indicating the latest income.
- Latest Inland Revenue Authority of Singapore (IRAS) Notice of Assessment (NOA) for all Self-employed household members.
- Latest CPF Contribution Statement for all Unemployed adults in the household. 
- All relevant Marriage, Divorce & Death certificate.
- Proof of Guardianship letter/document if any.

- Applications should be submitted via MyMENDAKI portal by clicking the tab below.
- First time applicants must create an account to be able to proceed with the application.
- Each applicant must have their own account.
- Please submit ONE application for EACH applicant.
- Siblings are not allowed to share the same account & application.
- Incomplete applications and documents will not be processed.
- Applications that do not meet the eligibility criteria will be rejected.
