Harun Ghani Education Fund (HGEF) Bursary

The Harun Ghani Education Fund (HGEF) Bursary was set up in 2005 to honour the late Mr Harun Ghani’s contributions to prevent drug abuse and rehabilitate drug offenders in Singapore.
As a former teacher, Mr Harun had a vested interest to ensure children of drug offenders continue to attend school and progress in their education. HGEF serves to support Mr Harun’s mission to help children from families affected by drug abuse to rebuild their lives through education.

HGEF aims to motivate students who have an interest in learning to complete a minimum post-secondary education through HGEF bursaries.


Application Period

1 November 2026 to 30 November 2026


Eligibility Criteria

  1. Muslim Singapore Citizens pursuing full-time education at local:
    1. Primary Schools
    2. Secondary Schools
    3. Millennia Institute
    4. Madrasahs
    5. ITEs
    6. Junior Colleges
    7. Polytechnics
    8. Universities
  2. Have parent/s who are current or former drug offenders.
  3. Have a gross household per capita income (PCI) of $500 or less
  4. Maintain good conduct
  5. Students must pass their final examinations and promoted to the next level of education.

  1. Primary Schools : $200
  2. Secondary Schools : $300
  3. Millennia Institute : $300
  4. Madrasahs : $300
  5. Junior Colleges : $300
  6. ITEs: $300
  7. Polytechnics : $1,800
  8. Universities : $2,500


Terms and Conditions

  1. Applicants will only be considered upon receipt of all fully-completed required documents.
  2. Incomplete applications with missing documents will not be considered.
  3. Each bursary is applicable for one (1) Academic Year.
  4. The maximum number of applicants per household is capped at 3 students.
  5. Those applying for HGEF Bursary under any extenuating circumstances may also be considered on a case-to-case basis.
  6. Applicants and/or Guardian MUST physically attend the presentation ceremony in order to receive the award. Details will be shared to applicants at a later date.


Mandatory Documents Required for Your Application

  1. Final academic results (School report book or the result slip issued by the Ministry of Education for PSLE, GCE ‘N’, ‘O’ & ‘A’ Levels, ITEs, Polytechnics and Universities).
  2. Posting Slip (Primary, Secondary, Pre-U Centre, Madrasah, Junior College, ITE , Polytechnic and University application results).
  3. Proof screenshot of student’s Bank Book or Bank Account Statement (provide only if PayNow is not activated) showing the following:
    1. Full name of account holder
    2. Bank Account Number
    3. Name of Bank
  4. Proof of Guardianship letter/document if any.
  5. IMPORTANT : Latest Prison visiting card or letter from DRC/prisons/halfway houses stating offender/ex-offender status.


Application Procedure

  1. All applications must be submitted online.
  2. Processing will take up to 4 weeks.
  3. Shortlisted applicants will be notified.

NOTE : MENDAKI’s decision on the outcome of all applications shall be final and not subject to further review or appeal.
