The Harun Ghani Education Fund (HGEF) was introduced in August 2005. It is a form of financial assistance or reward offered to Malay/Muslim pupils whose parents are drug offenders or former drug offenders.
2. What is the Per Capita Income (PCI) eligibility criteria for HGEF?

The gross household per capita income (PCI) should be $375 or less;
3. Who is eligible for HGEF?

Muslim Singapore Citizens pursuing full-time education at local Primary & Secondary schools, ITEs, Madrasahs, Junior Colleges, Polytechnics and Universities.
Families with a gross household per capita income (PCI) of $375 or less.
Parent/s who are former drug offenders and/or incarcerated for drug offences.
Students who maintain good conduct, has passed final examinations and promoted to the next level of education.
A maximum number of 3 children of the same household may apply.
Those applying for HGEF under any extenuating circumstances may also be considered on a case-to-case basis.
4. How do I apply for HGEF?

Application is now via Online only.
Student and guardian will need to have an active individual email address.
Student and/or guardian need to create an account with Yayasan MENDAKI if they have not created one before.
Student and/or guardian need to log into the Yayasan MENDAKI website before proceeding to the application form.
Applicant’s Birth Certificate / Front and Back Copy of NRIC.
Final academic results (School report book or the result slip issued by the Ministry of Education for PSLE, GCE ‘N’, ‘O’ & ‘A’ Levels, ITEs, Madrasahs, Polytechnics and Universities).
Posting Slip (Primary, Secondary, ITE, Junior College, Pre-U Centre, Polytechnic and University Application Results).

This completed form will be required to be uploaded later.
Guardian’s / Parent’s NRIC (Front & back copy).
Payslips of allworking family members (latest 1 month) / Letter of Employment stating current salary/ Letter of income for self-employed.
Guardians’ / Parents’ CPF statement – Transaction history for the past 6 months even if one or both parents are not working.
All relevant Marriage, Divorce & Death certificates.
Proof of Guardianship letter/document if any.
Very Important: Prison visiting card or letter from DRC/prisons/halfway houses stating offender/ex-offender status. Application will not be processed without this document.
6. Closing date for HGEF application.

7. Certificate presentation for HGEF.

Successful applicants MUST attend the certificate presentation ceremony as stated on the website, to receive the award. Attendance is compulsory for caregivers and children.
8. What if my child does not own any bank account for HGEF?

We recommend that you open any bank account of your choice for the child.
You can also use the bank account of the guardian for this application.
9. When can I receive the money for my HGEF application?

You will be notified via email after attending the presentation ceremony.
10. What if the parent was a drug offender a long time ago and have lost the prison visit card/letter, can we still apply for HGEF?

The child is still eligible to apply if they can provide other documentary proof that the parent was incarcerated for the drug related offence at that point of time.
11. Can parent/s who do not have any documentary proof that they were incarcerated for drug related offence still apply their child for HGEF?

If you have previously applied for HGEF assistance, please provide the date or year of application. We will inform HGEF for them to take into consideration.
If you have not applied for HGEF before and do not have any documentary proof, regretfully your application cannot be processed.
12. Can a parent/s who was incarcerated for other offences (not drug related) apply their child for HGEF?

The HGEF award is ONLY eligible for children whose parent/s are former drug offenders and/or incarcerated for drug offences.
13. I have applied for HGEF last year, do I need to submit the same documents again?

Yes, you will need to submit the forms again as we need the latest PCI, child progress report/results and information.
14. I do not have computer or printer to print the CPF statement for me to apply HGEF?

15. I do not have salary statement / payslip to apply for HGEF.
